More heatpads will not help, you may end up rosting you rosehair. The easiest way would be to empty a part of the substrate and mix it with dry substrate.
Usually if it's that cold around the tank, you will always have a water build up on the sides of the tank, since the tank is much warmer. This is also the reason why your water will not evaporate properly (all physics) because the air due to the room temperature is saturated with humidity and will not take in larger amounts wich results in condensation on items - like your tank and also on the tarantula.
If you have a big tank where you can put in your other tanks it will help with the build up - to creat a bridge between the cold air and the warm air.
